You can indeed play Lair on your PSP, remotely via WiFi. There are many limitations (including the non-functioning of the PSP's L and R buttons, meaning you can't lock onto enemies, slow down when flying, hover or land), but you don't have to use Sixaxis to control your dragon anymore. Instead, you can use the PSP's analog stick. Start a new game, use your PS3 controller to get through the tutorial, and then use your PSP for the rest of the game!
