So, you want to pass any bill do you? Do the level 9999 monster exploit and the monster alone can take out the whole dark senate by itself if your bill is denied. Naturally, you have to persuade by force to fight the dark senate.

The level 9999 monster exploit is easy to do but time consuming. Play through the game until you get to chapter 4-3 the Red Waterfall, there will be a bunch of nekomatas standing on red squares with the geo effect of enemy level + 10%. Have a thief with the consciousness special ability put one to sleep and kill the rest.

Then keep ending your turn. Your thief will have to keep using the special ability every 3 turns or so, or the nekomata will destroy your party.It's best to start out small and work your way up (Level 30-40 for first capture).

To capture the monster you have to toss it into your base square that you start every battle from. Every time you capture a monster this way, you can double the level you can capture safely (i.e., 40, 80, 160, 320, 640, 1280, 2560, 5000, then 9999). Be warned that capturing a monster like this usually kills everyone in your base square unless they are ridiculously power-leveled (that means healing everyone at the hospital costs a fortune).
