The two new power sets are Dual Blades and Willpower. Dual Blades (available to Brutes, Scrappers, Stalkers and Tankers) not only let players brandish two different bladed weapons (from above list) but the order in which an attack gets executed will either buff your character or de-buff an enemy – causing a secondary bonus effect. In addition, Tankers, Scrappers, Brutes and Stalkers can harness willpower. This set offers a combination of resistance, defense and regeneration powers, ideal for those "jack of all trades" types with strong mental willpower and determination to ignore pain.

Issue 11 adds new Invention Sets which were left out in previous issues (Taunt, Knockback, Endurance Modification, To Hit Buff, To Hit Debuff, Defense Buff, Defense Debuff), and will also include the "Very Rare" purple sets. These rare enhancements will go higher than level 50 - the games current level cap, and will include Melee Damage, PBAoE Damage, Ranged Damage, Targeted AoE Damage, Pet Damage, Confuse, Sleep, Immobilize, Hold and Stun.

This years in-game Halloween event will take place between October 22nd and November 4th, where both heroes and villains can Trick-or-Treat within their respective cities. As before, players go around knocking on doors to receive a "Trick" (an attacking mob) or a "Treat" (an inspiration or enhancement). However, this year players might also receive a temporary power that turns them into one of the many popular CoX non-player characters. With all of this new content, we can't wait to don our capes and dive back into the City of universe.
