25. Skullomania (Street Fighter EX series)
Skullomania is not your typical Street Fighter character. When someone at his salesman job requested that he dress up for a carnival in a skeleton-like outfit, he turned vigilante. Where he got these fighting skills is beyond us (Capcom never revealed how he got so good), but he's a neat addition to the 3-D Street Fighter series.

Morrigan was a last-second cut, right alongside Blanka. Heartbreaking, but had to be done. And, yeah, Mega Man's the man. Who dares defy him? :)
