25. Skullomania (Street Fighter EX series)
Skullomania is not your typical Street Fighter character. When someone at his salesman job requested that he dress up for a carnival in a skeleton-like outfit, he turned vigilante. Where he got these fighting skills is beyond us (Capcom never revealed how he got so good), but he's a neat addition to the 3-D Street Fighter series.

Get your companies right. Sonic is SEGA, Mega Man is capcom and Mario is Nintendo. Snake is Sony (Right?) and that is kinda going off topic right? hahaha... this is CAPCOM, not SEGA. They already did a top 25 SEGA characters.
